Human Rights & Protection Frameworks: EN–FR Treaty Reference and Terminology Guide
This article is a professional reference based on field-tested EN-FR translation practice in institutional, humanitarian, and legal contexts. It does not constitute binding terminological guidance. The terminological choices presented here supplement but do not replace the translator’s professional judgment, client-specific glossaries, or project instructions. Information is current as of December 2025. Always verify against official sources and your client’s requirements.
Welcome to Words We Trust’s centralized, field-specific reference for navigating the language of human rights and protection. Why a dedicated guide?
If you’ve ever lost an hour combing through UN resolutions to verify a term you were sure appeared in an OHCHR report, only to find three competing versions in the wild, you’re not alone.
In the human rights and protection world, terminology isn’t dreamed up in glossaries. It’s forged through years of negotiations in working groups, treaty conferences, and drafting committees.
Take reasonable accommodation, for example. It wasn’t coined in a linguist’s mind. It emerged from disability rights advocacy, was legally codified in the CRPD, and carries the weight of case law. Its French counterpart, aménagement raisonnable, bears that same legal and institutional burden, not just as a translation, but as a term of art.
This is why translators working in this field must be fluent in frameworks. Not only to know the word. But to understand its origin, implications, and the obligations it carries.
How to Use This Guide
This reference guide is divided into core treaties, key declarations and instruments, and operational and coordination frameworks (we have a more developed guide for specific humanitarian and cluster coordination). Each section gives the EN-FR name for an instrument, and some context. The three sections are followed by a curated glossary of key terms, sometimes with context notes and definitions.

Human Rights & Protection
This section highlights the foundational international instruments safeguarding civil, political, economic, social, and cultural rights. These texts are pivotal in humanitarian, legal, and development translation, forming the legal and ethical backbone of countless reports, court cases, shadow reviews, and policy frameworks.
At the heart of international human rights law lie nine core treaties, each monitored by its own treaty body, and complemented by optional protocols, general comments, and interpretative guidelines. Translators in this space must master overlapping yet non-interchangeable terminology, recognize nuanced distinctions between instruments, and respect official phrasing as defined by international consensus.
Each core treaty is presented with its official English and French title, a brief contextual summary, and links to authoritative sources. At the end of the section, a consolidated EN–FR terminology table covers frequently recurring key terms across instruments. Specificities unique to certain treaties are flagged in the notes column.
We begin with the Universal Declaration of Human Rights, the non-binding but foundational charter that set the tone for all modern human rights instruments. From there, we unpack legally binding texts such as the International Covenants (ICESCR and ICCPR), the Convention on the Rights of the Child, CEDAW, and others.
A. Core treaties
Universal Declaration of Human Rights (UDHR) – Déclaration universelle des droits de l’homme (DUDH) (1948)
Adopted by the UN General Assembly in Paris on 10 December 1948, the UDHR set out, for the first time, a universal standard of rights and freedoms for all people. Drafted by representatives from diverse cultural and legal traditions, it affirms the dignity and equality of every human being. Translated into over 500 languages, the UDHR has shaped over 70 binding human rights treaties and continues to guide global efforts to uphold justice and protect fundamental freedoms.

International Covenant on Civil and Political Rights (ICCPR) – Pacte international relatif aux droits civils et politiques (PIDCP) (1966)
Protects fundamental freedoms such as the right to life, liberty, fair trial, and freedom of expression. It is legally binding and monitored by the Human Rights Committee. Translation challenge: nuanced legal terminology and optional protocol distinctions.

Covers rights to education, health, work, and social protection. The language often intersects with development and humanitarian terminology. Monitored by the Committee on Economic, Social and Cultural Rights.

International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) – Convention internationale sur l’élimination de toutes les formes de discrimination raciale (CEDR) (1965)
One of the earliest treaties, it defines racial discrimination and sets state obligations to prevent and combat it. Monitored by the CERD Committee. Key terms like “racial profiling” or “systemic discrimination” can be semantically complex.

Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) – Convention contre la torture et autres peines ou traitements cruels, inhumains ou dégradants (CCT) (1984)
Prohibits torture in all circumstances and obliges states to prevent, investigate, and punish acts of torture. Important in asylum, detention, and humanitarian response documents. Monitored by the CAT Committee.

International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families (ICMW) – Convention internationale sur la protection des droits de tous les travailleurs migrants et des membres de leur famille (CITMF) (1990)
Often cited in migration frameworks and country review reports. Complex terminology around regular vs. irregular status, remittances, and consular assistance. Less ratified, but relevant in advocacy translation.

Convention on the Rights of Persons with Disabilities (CRPD) – Convention relative aux droits des personnes handicapées (CDPH) (2006)
Groundbreaking for disability rights and inclusion. Shaped the vocabulary of accessibility, reasonable accommodation, and inclusive education. Referenced in IEPs, legal frameworks, and UN programs. Closely linked to Article 3 principles and monitored by the CRPD Committee. It affirms that persons with disabilities are holders of rights, not recipients of charity or care—a core shift in protection-based language and legal framing. While the CRPD touches education, employment, access to justice, and health, its primary function is the protection and promotion of equal human rights. It explicitly references:

International Convention for the Protection of All Persons from Enforced Disappearance (CPED) – Convention internationale pour la protection de toutes les personnes contre les disparitions forcées (CIPDF) (2006)
A legally binding treaty to prevent enforced disappearances and support victims and families. Often referenced in transitional justice, humanitarian law, and crisis response contexts. Less frequently used, but terminologically sensitive.

B. Interpreting and Expanding Human Rights: Key Declarations & Sectoral Instruments
Beyond the nine core legally binding treaties, the human rights system also rests on a body of declarations, frameworks, and guiding texts. These non-binding instruments do not carry treaty force, but they shape legal interpretation, guide policy, and often serve as reference points in development, humanitarian, and legal documents.
Some reaffirm universal rights (like the Vienna Declaration), others explore sectoral dimensions (like HIV/AIDS, law enforcement, or racial discrimination), and many elaborate specific UDHR articles. They are frequently cited in institutional reporting, advocacy campaigns, and human rights training.
Foundational and Interpretive Declarations
These declarations reinforce and interpret the UDHR and other conventions. While non-binding, they are widely adopted or endorsed and serve as soft law, often referenced by courts, NGOs, and institutional actors.
- Vienna Declaration and Programme of Action – Déclaration et Programme d’action de Vienne (1993): Reaffirms UDHR universality; basis for many regional mechanisms.

C. Sector-Specific and Operational Instruments
This group includes guidelines, codes of conduct, and declarations that translate human rights into operational principles for specific domains (e.g. health, law enforcement, civil society). These are critical for NGO reporting, training, and policy translation.
- Code of Conduct for Law Enforcement Officials – Code de conduite pour les responsables de l’application des lois : Supports interpretation of Article 5 UDHR (protection from cruel or degrading treatment).
- Declaration of Commitment on HIV/AIDS – Déclaration d’engagement sur le VIH/sida: Sectoral application of the UDHR in health, stigma, and non-discrimination.
- Declaration on the Rights and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognized Human Rights and Fundamental Freedoms – Déclaration sur le droit et la responsabilité des individus, groupes et organes de la société de promouvoir et de protéger les droits de l’homme universellement reconnus: Known as the “UN Declaration on Human Rights Defenders.”
- Durban Declaration and Programme of Action – Déclaration et Programme d’action de Durban: Adopted at the 2001 World Conference against Racism; builds on anti-discrimination frameworks.
Operational & Coordination Frameworks
This section introduces a constellation of non-binding yet authoritative instruments that quietly—but decisively—govern how humanitarian assistance is coordinated, delivered, and held to account. Unlike treaties or conventions, these frameworks do not impose legal obligations. Instead, they establish the ethical scaffolding and operational standards that define humanitarian/protection practice.
They encompass:
- Coordination mandates
- Ethical principles
- Quality and accountability standards
- Sectoral guidance and safeguarding protocols
While these instruments lack binding legal status, their practical influence is profound. They shape:
- Inter-agency coordination and after-action reviews
- Donor compliance checks and grant conditions
- Institutional safeguarding and misconduct prevention policies
- Strategic documents such as Humanitarian Needs Overviews (HNOs) and Response Plans (HRPs)
Rooted in Common Article 3 of the Geneva Conventions and reaffirmed by Resolutions 46/182 and 58/114, these frameworks form the moral and technical backbone of principled humanitarianism—ensuring that even amid chaos, aid remains coherent, neutral, and rights-based.

- UN GA Resolution 46/182 – Résolution 46/182 de l’Assemblée générale des Nations Unies
Adopted in 1991, this resolution established the position of Emergency Relief Coordinator and the foundations of the modern humanitarian coordination system—including OCHA. It also codified the four humanitarian principles: humanity, neutrality, impartiality, and independence. - UN General Assembly Resolution 58/114 – Résolution 58/114 de l’Assemblée générale des Nations Unies
Passed in 2004, this resolution reaffirms and strengthens the humanitarian principles outlined in 46/182. It emphasizes the obligation of states to allow and facilitate humanitarian access and reinforces the operational framework for rapid and principled response. - Principles of Humanitarian Action – Principes de l’action humanitaire
These principles—humanity, neutrality, impartiality, and independence—are enshrined in various legal instruments, including Common Article 3 of the Geneva Conventions. They form the moral and operational compass for all humanitarian actors, particularly in conflict settings.

This voluntary code, adopted by hundreds of organizations, sets ethical standards for disaster response. It emphasizes respect for local culture, accountability to affected populations, and independence from political agendas.

Launched in 2016 under the World Humanitarian Summit, this agreement between donors and aid organizations aims to improve the effectiveness and efficiency of humanitarian financing—especially through localization, reduced duplication, and flexible funding.

Coordinated by the IASC and UN bodies, this framework outlines institutional commitments to prevent, report, and respond to sexual exploitation and abuse. It’s a mandatory component in grant agreements and safeguarding protocols.
